Bridge Project - Road 200 Over Fine Gold Creek Bridge Replacement
The Road 200 Bridge Replacement over Fine Gold Creek is awarded the 2024 Bridge Project of the Year for its innovative approach to replace a 75-year-old bridge with a three-span cast-in-place post-tensioned box girder structure, realigning a third of a mile of roadway and installing extensive retaining walls. During construction, the Construction Manager, CCME, and the Contractor, MCM, overcame several challenges in a difficult rock canyon setting and also maintained the project integrity during a severe storm which underscored their commitment to community-centric engineering and collaboration, ensuring safety and sustainability for the future.

Community Improvement Project
Manning Avenue Phase 3 Pavement Rehabilitation
Manning Avenue is a heavily traveled route for vehicles, public transportation, bicyclists, and pedestrian paths serving numerous businesses, residences, schools, and public offices through the center of Reedley. On the Manning Avenue Phase 3 Pavement Rehabilitation Project, the City strategically combined Federal, State, and Local funds from different funding sources to deliver a complete project that addressed both aging utility infrastructure and deteriorating roadway pavement in the same construction contract. This ultimately saved both time, inconveniences, and tax-payer dollars for the residents of the City of Reedley.

Flood Management Project - Avenue 25 Bridge Replacement at Ash Slough
Instream gravel mining and downstream head cutting along both Ash Slough and the Eastside Bypass resulted in 9 feet of channel bed degradation at the bridge, endangering its foundation stability and in resulting the closure of the bridge for long periods during the rain season. Over the past decade the levies of Chowchilla Water District’s Eastside Bypass Irrigation Channel had failed upstream of the Avenue 25 Bridge resulting in heavy flows being unintentionally diverted into Ash Slough. Construction of the replacement nine-span cast-in-place conventionally reinforced concrete slab bridge was completed in 2024.

Historical Renovation Project - ARPA Rehabilitation Project
This rehabilitation project reconstructed and overlaid over 45 lane miles of Merced County Roadways across five districts. This initiative revitalized infrastructure through meticulous road overlays, dig outs, and drainage corrections, deploying 80,000 tons of asphalt and 12,000 tons of shoulder backing. Overcoming challenges like irrigation leaks and pavement issues on high-traffic routes underscored the projects commitment to quality and efficiency as well as contributions to community mobility and resilience.

Parks and Recreation Project - Winton Community Park Improvement Project
For exemplary urban planning and community revitalization under the 'Clean California' initiative, the Winton Community Park Improvement Project in Merced County sets a new standard. Enhancing accessibility, sustainability, and community engagement, it integrates ADA-compliant pathways, solar panels, and eco-friendly amenities. The project's inclusive design, youth involvement in public art, and economic impact through local job creation highlight its transformative impact, making it a beacon of excellence in enhancing quality of life and fostering civic pride.

Small Project - Mountain Road 46 (M46) West Oakwood Drive Over Capinero Creek Bridge
The Mountain Road (M46) Oakwood Dr. over Capinero Creek Bridge Project is just one example of Tulare County’s outstanding response to a natural disaster. In March 2023, catastrophic flooding and debris flow caused the complete wash out of the former bridge, resulting in the isolation of a portion of the Pine Flat community. The team was able to expedite the design and construction of the permanent replacement structure, highlighting the County’s dedication to public safety and connectivity.

Roadway and Highway Project - Dry Creek Bridge Replacement on Burrough Valley Road
The Dry Creek Bridge Replacement project replaced the functionally obsolete and hydraulically deficient, 98-year-old bridge on Burrough Valley Road just east of Tollhouse Road as well as a box culvert on Tollhouse Road just north of Burrough Valley Road near the mountain Community of Tollhouse, CA. The replacement bridge design revised the road approach alignment that had a raised vertical profile and accommodated the CVFPB’s hydraulic requirements. This required elevating the profile of the nearby intersection and changing the geometrics to increase safety for semi-trucks and other vehicles turning at the intersection.

Structural Engineering Project - WeatherTech Raceway Laguna Seca
Start/Finish Bridge Replacement
The Laguna Seca Start/Finish Bridge Replacement and Track Rehabilitation, located at the world renowned Laguna Seca Raceway in Monterey consisted of the replacement of the decaying timber truss start/finish bridge, construction of several hundred feet of retaining wall, replacement of the starter stand, and refinishing of the entire raceway surface. Due to contractual obligations with sponsors, the project required an extremely aggressive design and construction schedule with design of the project beginning in January 2022 and completing by April of 2022. Construction was also completed on record schedule with the prime contractor, Granite Construction, bringing in workers from across the country to meet the aggressive construction schedule. The ribbon cutting to celebrate completion of the project was July 4th weekend 2023.

Transportation Project - Veterans Boulevard Interchange
The Veteran's Blvd Interchange project is a pivotal component in rerouting traffic away from the existing at grade Herndon Avenue/UPRR at grade railroad crossing and functionally inadequate Herndon Avenue Interchange in the north end of the City of Fresno. The project, located approximately 1 mile south of the existing Herndon Avenue Interchange along State Route 99, provides safe and efficient access for vehicles from the Herndon Avenue expressway to State Route 99 along a brand new corridor that branches from the Herndon/Polk intersection approximately 1.5 miles east of the Veteran’s Blvd Interchange. In addition to allowing traffic to cross safely over UPRR at all times, the project also incorporates a Class I bike path and aesthetic enhancements such as decorative railing and lighting. By constructing this interchange, the City of Fresno delivered upon a decades long promise to improve east-west traffic flow across the City and opens the way for future expansion of the City westward beyond State Route 99.

Gary Horn was honored with the ASCE Lifetime Achievement Award for his impactful roles as city engineer in the San Joaquin Valley and the co-founding of Yamabe & Horn Engineering, Inc. in 1979. Known for his client-centered approach and high-quality work, Horn continues to mentor aspiring engineers, ensuring his commitment to excellence lives on.
